PayPal 21-day hold on a new seller account: how to get your money sooner

Updated 2026-10-18. Sources: PayPal's own terms and help pages, linked inline and listed below. Information only, not legal or financial advice.

Short answer: PayPal holds a new seller's first payments for up to 21 days to cover possible buyer complaints, and it's the same for sellers who haven't sold in a while. [PayPal Help: New PayPal account] You can usually release a held payment early. Add tracking from an approved carrier, and PayPal releases it about 24 hours after delivery is confirmed. For a service or digital item, mark the order Completed, and PayPal releases it 7 days later. [PayPal Help: How can I release my payment(s) on hold?]

Why PayPal is holding your payment

PayPal's Help Center lists the common reasons: you're a new seller (or opened a new account), you haven't sold in a while, several customers reported problems or asked for refunds, your selling pattern changed (a sales surge, a new business type, a different average price or item type), you sell higher-risk items such as tickets, electronics, travel or gift cards, or your identity verification isn't finished. [PayPal Help: Why is my payment on hold or unavailable?] In the User Agreement (last updated 14 September 2026), PayPal says risk-based holds generally last up to 21 days from when it received the payment, and any earlier release is at PayPal's discretion. How to release a held payment early

  1. Physical goods: add tracking. Go to Activity, open the payment, click Get your money, choose "Product" and add tracking from an approved carrier. PayPal releases the hold about 24 hours after the carrier confirms delivery to the buyer's address. [PayPal Help: How can I release my payment(s) on hold?]
  2. Or print the label through PayPal. PayPal tracks the parcel itself and releases about 24 hours after delivery. [PayPal Help: How can I release my payment(s) on hold?]
  3. Services and digital items: update the order status. Choose "Service or virtual product" and set the status to Completed. The hold releases 7 days after you do. [PayPal Help: How can I release my payment(s) on hold?]
  4. Finish identity verification. PayPal may hold payments until every verification step is done, including a video KYC call if you were asked for one. [PayPal Help: Why is my payment on hold or unavailable?]

PayPal warns that in rare cases it may still hold the payment for up to 21 days after you've done these steps, for example if your selling pattern changes unusually. [PayPal Help: How can I release my payment(s) on hold?]

How the hold goes away for good

PayPal reviews sellers' accounts each month to see whether some or all sales can be available immediately. Building a positive selling history and confirming your identity speeds this up. [PayPal Help: New PayPal account] Some sellers get a monthly release limit: payments are released until you reach the limit, and later ones that month are held for up to 21 days. To qualify you need a confirmed bank account or card and a confirmed mobile number as your primary phone. PayPal may also ask for a set number of sales, a set sales total, a period without disputes, and no active limitation. Once you have a limit, you can ask for a higher one every 30 days. What not to do

  • Don't use "loopholes." Asking buyers to pay as Friends and Family, or opening extra accounts to get around a hold, puts more money at risk. The User Agreement lists getting around PayPal's holds and limitations as a Restricted Activity. [PayPal: PayPal User Agreement]
  • Don't ship without tracking while you're new. Tracking is both your release button and your evidence if a buyer opens a case.

If a hold has turned into a limitation, or the notice mentions 180 days, paste it into the free triage checker to see which situation you're in.

Frequently asked questions

Does PayPal hold money for 21 days for every new seller?

PayPal says it holds the initial payments of new sellers, and of sellers who haven't sold in a while, for up to 21 days. Up to means it can be shorter: tracking, PayPal labels or marking a service order Completed can release a payment earlier.

How do I remove the PayPal 21-day hold?

For each held payment, go to Activity, click Get your money, then add tracking (released about 24 hours after delivery) or mark a service or digital order Completed (released 7 days later). The hold stops being applied to new payments as you build selling history, and PayPal reviews accounts monthly.

Why is my payment still on hold after I added tracking?

PayPal says that in rare cases it may still hold a payment for up to 21 days after you've completed these steps, for example if it sees an unusual change in your selling pattern. A dispute on the payment can extend the hold until it's resolved, but no longer than 180 days.

Is a 21-day hold the same as a limitation?

No. A hold affects specific payments, while a limitation restricts what you can do with the whole account, such as sending or withdrawing money. Limitations come with steps to complete in the Resolution Center.
