PayPal permanently limited my account: what happens to the money?

Updated 2026-10-18. Sources: PayPal's own terms and help pages, linked inline and listed below. Information only, not legal or financial advice.

Short answer: if PayPal believes you've broken its rules, it can hold your balance for up to 180 days when that's reasonably needed to protect against liability. Court orders and other legal processes can extend that. [PayPal: PayPal User Agreement] If PayPal closes your account, it says it will give you notice and make any unrestricted funds available to withdraw. [PayPal: PayPal User Agreement] In practice, a permanent limitation usually means waiting out the hold, answering every request, and moving your sales to another provider.

What "permanent" changes

For most limitations, PayPal asks you to complete some steps, and the limitation is removed once you've provided the information it asked for. [PayPal Help: Why is my PayPal account limited?] The User Agreement makes an exception: "Unless a permanent limitation is placed on your account, you will need to resolve any issues with your account before a limitation can be removed." [PayPal: PayPal User Agreement] A permanent limitation isn't lifted by sending documents. What's still in play is the hold on your money.

The money: three outcomes in the User Agreement

  • A hold of up to 180 days on your balance, if PayPal believes you've engaged in a Restricted Activity and the hold is reasonably needed to protect against liability, or you breached the Acceptable Use Policy. [PayPal: PayPal User Agreement] [PayPal: PayPal Acceptable Use Policy]
  • Longer than 180 days only where a court order, regulatory requirement or other legal process requires it. [PayPal: PayPal User Agreement]
  • Unrestricted funds released when PayPal closes your account or ends your use of its services. It says it will give you notice and make unrestricted funds available for withdrawal. You remain responsible for reversals, chargebacks, claims and fees. [PayPal: PayPal User Agreement]

PayPal also says its decisions on holds, limitations and reserves can rest on confidential criteria, and it doesn't have to disclose its risk procedures. [PayPal: PayPal User Agreement] Don't expect a detailed explanation. Expect a date.

What to do this week

  1. Confirm it's real. Look in the Resolution Center or click the bell icon on your Dashboard. If an email says you're limited but nothing shows there, PayPal says it may be fake: forward it to phishing@paypal.com. [PayPal Help: Why is my PayPal account limited?]
  2. Complete anything still listed, such as proof of identity or address. Follow PayPal's document rules: legible, all four corners visible, nothing blacked out, and proof of address dated within the last 12 months. [PayPal Help: What kind of documentation can I provide to remove my account limitation?] Refusing to cooperate with an investigation is itself a Restricted Activity. [PayPal: PayPal User Agreement]
  3. Write down the dates. Note when the limitation started, 180 days from that date, and any date PayPal gave you. Ask in the Resolution Center or by message when the funds become available.
  4. Keep handling buyer cases. Open claims and chargebacks are paid from the held balance, so answer each one with tracking and records.
  5. Move future sales to a different provider, and answer its questions about the PayPal limitation honestly.

What not to do

  • Don't open a new PayPal account or use someone else's. The User Agreement lists both as Restricted Activities when an account is restricted or limited, and they can lead to more holds. [PayPal: PayPal User Agreement]
  • Don't harass PayPal staff or flood them with messages. That's on the Restricted Activities list too. [PayPal: PayPal User Agreement]

If you think it's wrong

The US User Agreement sets out a Mandatory Informal Dispute Resolution Process before arbitration, and either side can use small claims court for individual claims. [PayPal: PayPal User Agreement] For large balances, talk to an independent lawyer. This guide isn't legal advice.

Frequently asked questions

Will I get my money if PayPal permanently limits my account?

PayPal's User Agreement says that if it closes your account it will give notice and make unrestricted funds available for withdrawal. Funds can first be held for up to 180 days if PayPal believes you engaged in a Restricted Activity, and amounts owed for reversals, chargebacks, claims and fees are your responsibility.

Can PayPal hold my money longer than 180 days?

The User Agreement says a hold can stay in place longer than 180 days when a court order, regulatory requirement or other legal process requires it.

Can I get a permanent PayPal limitation removed?

PayPal's User Agreement says that, unless the limitation is permanent, you resolve it by providing the information requested. A permanent limitation isn't lifted that way, but you should still complete any listed steps, because they can affect access to your funds.

Can I open a new PayPal account after a permanent limitation?

No. The User Agreement lists opening new or additional accounts while an account is restricted or limited as a Restricted Activity.
