PayPal 180-day hold and limited account: what it means and what to do

"Up to 180 days" is the phrase PayPal sellers dread. It's real, but it isn't the only clock, and it doesn't apply to every hold. Here's what PayPal's US User Agreement (last updated 14 September 2026) and Help Center actually say.
The three kinds of PayPal hold
- Risk-based payment holds (usually up to 21 days). PayPal says these generally last up to 21 days from when the payment was received, and it may release earlier, for example after you upload shipment tracking. [PayPal: PayPal User Agreement]
- Holds tied to a disputed transaction (no longer than 180 days). If a payment is challenged, PayPal can hold it until the matter is resolved, but no longer than 180 days. [PayPal: PayPal User Agreement]
- Holds after a Restricted Activity (up to 180 days). If PayPal believes you've engaged in a Restricted Activity, it may hold your balance for up to 180 days if reasonably needed to protect against liability or if you violated the Acceptable Use Policy. Court orders or other legal processes can extend this. [PayPal: PayPal User Agreement] [PayPal: PayPal Acceptable Use Policy]
PayPal also uses reserves on business accounts. A rolling reserve holds a percentage of each day's payments and releases it later (PayPal's example: 10% held for a 90-day rolling period). A minimum reserve is a set amount you must keep. PayPal says it will notify you of the terms. [PayPal: PayPal User Agreement]
Why PayPal limits accounts
The User Agreement lists suspected unauthorized use, card or bank reports of unauthorized use, legal compliance, breach of the agreement or Acceptable Use Policy, and seller-performance risk. That last one includes many claims and chargebacks, a new or high-cost product type, or a rapid increase in sales volume. Limitations also help PayPal collect information it needs to keep your account open. [PayPal: PayPal User Agreement]
How to respond
- Check the Resolution Center or the bell icon on your dashboard. If an email says you're limited but nothing shows there, PayPal says it may be fake: forward it to phishing@paypal.com. [PayPal Help: How do I remove a limitation from my account?] [PayPal Help: What is the Resolution Center?]
- Complete every listed step and upload only what's requested. PayPal's document rules: legible, all four corners visible, nothing blacked out, matching your account. Proof of address must be dated within 12 months, and invoices, receipts, waybills and envelopes aren't accepted as proof of address. - Wait out the review window. Once the steps are complete, PayPal says review usually takes 3 business days, and some limitations lift automatically. [PayPal Help: How long will it take to lift my PayPal account limitation?]
- Upload tracking for held payments to support earlier release of risk-based holds. [PayPal: PayPal User Agreement]
- If your dispute ratio is high: at 1.5% or more, with more than 100 sales in the previous three full calendar months, PayPal charges the High Volume Dispute fee and may ask for a remediation plan with causes, actions and timelines. Write it before they ask. [PayPal: PayPal User Agreement]

What not to do
- Don't open a new PayPal account or use someone else's to get around the limitation. The User Agreement lists both as Restricted Activities. [PayPal: PayPal User Agreement]
- Don't stop cooperating. You've agreed to cooperate with PayPal's reasonable requests for financial statements and other documentation in a timely way. [PayPal: PayPal User Agreement]
If you think the final decision is wrong
The US User Agreement requires a Mandatory Informal Dispute Resolution Process before arbitration, and either side can use small claims court for individual claims. [PayPal: PayPal User Agreement] For significant sums, speak to an independent lawyer about your options.
